DISCOVERY OF HIDDEN ORDINANCES NOT LISTED ANYWHERE IN THE COUNTY CODE
HIDDEN ORDINANCE #4682 IS FINALLY CODIFIED

- Ordinance 4682 has been unknown to most. It has finally been codified to Ordinance 12.10.315 this month. If you have had problems with the Planning Dept. or Code Compliance on any of these exempted items since October 1, 2002, you have the right to readdress them.
Since the County recent delinking of the codes was discovered and that the codes have been outdated for a very long time, no less than a year if not much longer, in the relinking we noticed that by the County Code is now a To Be Codified link. The public has been disadvantaged while codes were in the to be codified process taking longer than 90 days.

August 25, 2008 - As you may have noticed, the County has removed from their website the public's access to the County Code on line. Here is an alternate site for
County Code Ordinances.
The Board of Supervisors and the Planning Dept. pass ordinances under the Agenda Consent and the Regular Agenda at their Tuesday meetings. The writing of these ordinances are prepared behind closed doors and presented with only 72 hours notice to the public.
We have located an Ordinance that declares permit EXEMPTIONS for a multitude of items that property/homeowners have not had disclosed to them. The County then ignores their own established Amendments to State Statutes and willfully abuses innocent citizens by demanding permits from them. The County disregards the exemptions, which then creates a tremendous loss of time, money and stress, even culminating in death for some citizens. For instance, they exempt permits for fences under ten feet. The California Building Code exempts fences under six feet. Why does this County collect all this revenue and issue bogus red tags regarding fence permits that are not required by law?

Ordinance #4682 is an amendment to certain sections of the California Building Code Standards relating to the 1997 Uniform Building Code, Uniform Mechanical Code, Uniform Plumbing Code and the National Electrical Code.
This Ordinance #4682 overrides any local ordinance that may conflict with it, as it is an amendment to State Statutes. Read Ordinance 4682.
